Where do you plan to set up the repo? How do we advertise this and other potential external project item repos to users? Will there be a button in Spine Toolbox to download and set it up automatically for the app?

I don't have a strong opinion on this, just curious on what you want to do here.

There should be a 'GAMS' plugin package where GDXExporter is one tool. Similarly, we should have the same for Julia and Excel and any other 'environment' Toolbox could serve.

The repo could be in github, simply. Users could find it by googling something like "gams support for spine toolbox", and in a later stage, we could setup a registry of our own, where all such extensions are, well, registered. And yes, there should be an action in Spine Toolbox to 'add extension' or 'add plugin'. It's similar to, e.g., the atom or sublime text editors where you can install packages that provide extra functionality.
