Shim continues to serve/run outdated content on updates #22

When deploying new versions of applications using the Shim sometimes the older content will continue to be served and the new image will be ignored.

@calebschoepp / @ThorstenHans if y'all could elaborate here that would be excellent.

@ThorstenHans I filed this issue based off a reproduction of the issue that you had locally. Do you mind elaborating on the issue in more detail?

Just saw your comments in the linked issue, seems like we're just having the discussion there.

I believe the root cause for this issue has been identified and fixed and we should be able to close this issue now.
