Time to move to Java 17, since Java 21 is out this year (!!!).

Summary from TOC sync:

Waiting for Spring 2.5 (1.30) before starting.
First step will be to upgrade Gradle to 7 (or just go straight to 8?)
Then migrate Java

master is on spring boot 2.5. We're making progress on the gradle/groovy upgrade. It's looking like we'll upgrade gradle in kork + the microservices first, and spinnaker-gradle-project last, as it doesn't work for gradle 6 to consume the plugins built with gradle 7.
