feat(local dev): better local development environment #67

Reason for This PR

ref: #61

Description of Changes

ALL LOCAL DEV ENV LOCATED IN THE local_dev folder

Add .rr-docker.yaml to configure RR in the docker.
Add composer.json for the test worker
Add Dockerfile and docker-compose.yml with RR and environment needed for the RR
Add Makefile to build the local version of the RR.
Because of specifics of the docker (can't get deps out of context) and go.mod which likely may have a replace directive, RR binary should be built with the Makefile and the docker will copy this binary into the container. See Dockerfile.local
