feat(release): `v2.4.0` #92

Reason for This PR

v2.4.0 release preparation.

Description of Changes

Update deps.
Update plugins imports.
Rename local_dev -> dev.
Add README to the dev folder.
Update jobs section in the .rr.yaml configuration reference.
