Fixed Error on Windows: Inkscape bin file Not Found Error.

Thank you for your contribution. Unfortunately your fix is not correct. I have fix it but I cannot update this PR, can you please test this: https://github.com/spirali/elsie/tree/windows-fix if it works on Windows?
