From usability point of view, it would make sense to disable (and mark with different color) "destroyed" lines instead of actually destroying them so that the player can see that there was indeed a line here and it should be rebuilt.
Ideally, existing random events should have some kind of visual representation, both to remind player of where they occurred and for extra niceness.
This consists of an animation that occurs on the world map itself, and an image for the quarterly report.
