Update github-hosted workflows #136

Ubuntu 20.04 and 22.04 are current. Ubuntu 18 was removed.

Could just set it up as ubuntu-latest, macos-latest (and windows-latest for extra credit).

Also, I guess Travis still is around. The one thing Travis has that Github doesn't have is FreeBSD. It might be interesting to restart Travis just for FreeBSD.

Before expanding to Windows runners, first need to fix Guile on Windows.
