January 2018 Carto sync

Sync code from Carto into Tileo. Copied and modified instructions from https://github.com/splashblot/dronedb/issues/61

Every month we should:

• [ ] Fast-forward the master branch to pick up latest changes
• [ ] Read NEWS.md in all relevant repos (here and here and here and here as well ... probably more) and adjust as necessary
• [ ] Pick up any necessary changes to config files (app_config.yml and here and here as well)
• [ ] Check /diagnosis and fix any regressions
• [ ] Peek at sverhoeven's repo for any lessons learned
• [ ] Merge the tileo-develop branch
• [ ] Create new tileo-sync- tag for all involved repos
• [ ] Merge and resolve conflicts
• [ ] Merge to from tileo-sync - to tileo-develop branch and test
• [ ] Ready to be merged to to tileo branch!

May-specific tasks (carry-over!):

• [x] Make sure infowindows work in *.tileo.co
• [ ] Deploy new DO: dataservices, bigmetadata, etc. See here and here.
• [x] Add the crankshaft extension to the template_postgis database as per this suggestion
• [ ] Fix/upload NPM package to use for uploading data to tileo.co instead of carto.com, see here

Last synced dronedb version hash: bb80399e7267b7c249a165da3930e69d548449a9 It correspond with version 4.9.25.

An upgrade of Cartodb postgresql extension from 0.19.2 to 0.20.0 is needed (to be changed here)

Cartodb.js version that should be merged is v4.0.0-beta.17 that corresponds with the following hash.

SQL-API to version 1.47.1 even if there are some changes on master that we don't include if using it.

Windshaft-cartodb version to use 5.2.0

Crankshaft to version 0.6.1

Created the cartodb.js branch tileo/tileo-synch-20180201 and tileo-synch-20180201 branch for dronedb, docker-dronedb and docker-postgis. New code merged inside. Configuration changes updated. Docker images being built...

Now is time to debug and make everything work again as Trump would say.

Merge was a success and it is now on production.
