Current status: widgets working and raster layers below vector-data layers.

I know this is not final, but a WIP PR ... but let me capture some of my findings here:

Deleting a raster dataset and re-importing fails because we don't delete the o_*_raster_* layers: https://rollbar.com/tileo/Tileo/items/67/occurrences/30414975577/ (interesting to look at other instances of that rollbar report)
