[Feature Request] Make the backup system support remotes

We should provide get5_loadbackup_url, similarly to a get5_loadmatch_url, so a backup can be loaded from a remote location.

For the same reason, we should have get5_backup_url, so the backup files can be sent to a central location and restored to any other server.
