Also refactored the location of blackboard services (exchange->`blackboard) to be more intuitive.

Ignoring the false-positive failed CI check - it hasn't yet got an upstream release for the changes in py_trees_ros_interfaces introdused in splintered-reality/py_trees_ros_interfaces#6.
