First attempt usually works, others just hang.
Likely due to https://github.com/ros2/rclpy/issues/611
Workaround - use RTI Connext:
sudo apt install ros-foxy-rmw-connext-cpp
export RMW_IMPLEMENTATION=rmw_connext_cpp
