Use Debian Bookworm as Docker base image #348

The CI builds now link to libssl 3 (bullseye ships with an older libssl). To fix this, use a newer Debian version as the base image.

We'll do https://github.com/splitgraph/seafowl/pull/350 instead to get libssl 1.x. Closing this.
