Update actions/cache in GitHub Actions workflows to v3 #803

Updates the actions/cache action used in the GitHub Actions workflow to its newest major version.

Changes in actions/cache:

3.0.0

  • Updated minimum runner version support from node 12 -> node 16

3.0.1

  • Added support for caching from GHES 3.5.
  • Fixed download issue for files > 2GB during restore.

3.0.2

  • Added support for dynamic cache size cap on GHES.

3.0.3

  • Fixed avoiding empty cache save when no files are available for caching. (issue)

  • Fixed tar creation error while trying to create tar with path as ~/ home folder on ubuntu-latest. (issue)

Node.js 12 actions are deprecated. Please update the following actions to use Node.js 16: actions/checkout@v2, actions/setup-python@v2, actions/cache@v1, actions/upload-artifact@v2. For more information see: https://github.blog/changelog/2022-09-22-github-actions-all-actions-will-begin-running-on-node16-instead-of-node12/.

The PR will get rid of those warnings for actions/cache, because v3 uses Node.js 16.
