Add elixir SDK info #14

Hello! I created an elixir wrapper for the Spliwise API. I'm adding here a link to the repo and a oauth example. Any comment or feedback is welcome.

Thanks so much for the contribution, and for writing an Elixir wrapper! This is an awesome addition to our list of third-party libraries 😁🎉

Would you mind removing your code example from this PR, and leaving just the link to your repo? It looks like a great tutorial, but as a general rule we don't include code examples for third-party libraries in our API docs. (It's easy for those code examples to get out-of-date if third-party libraries receive future updates, and it could get pretty cluttered if we included examples for every library.)
