Provide Ruby 3.0 compatibility Require earliest non-EOL Ruby Update w/ latest linting standards

Hey y'all 👋 Let me know if you have any questions. tl;dr I recently tried to bring this into a Ruby 3.1 project and noticed some out of data stuff laying around.

If it looks good, I'll publish the gem after merge.

Haven't done it in a while 😅 but I believe I just need to build the gem and push it to Ruby gems. You, Ryan, and I have push access on Ruby gems.
