Add .htaccess to facilitate viewing of archive directory #9

Adding an .htaccess document to the root should provide easier browsing of the legacy FAQ releases.

This will also allow linking to the various editions from the FAQ itself:

Part I: Introduction: Where can I find previous versions?

Apparently GitHub Page does not support .htaccess control.
