Setting org workflow templates for linting and semgrep

Committing the workflow .yml files, that our app repos will use to run the actions in dev-cicd-tools, into the org's .github repo

This repo can be used as the source of truth for our workflow files. https://github.com/phantomcyber/copy-repository-scripts/pull/4 updates our app repo initialization script to use the workflow files from this repo. New workflows committed here can also be set up manually for app repos using the workflow templates feature
