add set timezone for windows machines and specs for vms #18

Timezone windows machines:

Created a new ansible task and added it to windows common.
Added the variable (win_timezone) to conf under windows settings including description.
Added needed collection (in deploy script community.windows) to set timezone.

VM Specs in conf:

Added conf options for vm specs memory and cpus
Changed vm spec in vagrant to vars

Build error:

removed default nic from windows10 in vagrantfile
