chore: Bump Python to 3.7.16 #592

Minor bump for python to hopefully remove some CVE's.

@adityapinglesf I don't see a release of image 8.2.11 in dockerhub https://hub.docker.com/r/splunk/splunk/tags?page=1 can you add that there with this update?

yes, docker 8.2.11 and 8.1.14 is in progress. will be released shortly

8.2.11 and 8.1.14 are now published to the DockerHub. The Python version has been updated in these images as well.
