Add a Welcome Page #18

Is your feature request related to a problem? Please describe. When you first open the app it takes you to an Enterprise Server Monitoring dashboard, but if you're only using GitHub.com that is confusing. A Welcome page with details on where to find things would be better.

Describe the solution you'd like A Basic Welcome Page telling you where to find stuff.
