Use splunk_api for Remove existing HEC token #818

Addresses https://github.com/splunk/splunk-ansible/issues/814, using splunk_api which does not verify certs by default and uses the same module as the surrounding tasks.

@michaellee-splunk any way to get some eyes on this PR? Pretty big downstream issue if people are not able to upgrades docker containers to the next version.

@hohenhe1m I am working on patch releases here: https://github.com/splunk/splunk-ansible/pull/827 I should have them published in the next day or 2, just waiting on a couple more fixes to be merged in first.
