fix peer cluster master UDS regression #832

Forces peer_cluster_master.yml play to use UDS file checks that we have implemented.

Also consolidated all UDS file checks into a single play that is included in splunk_common/main.yml play

Tested on a C1 deployment (1 search head, 3 indexers w/ indexer clustering)
