CSPL-2444: Pipeline issues

EKS stopped supporting n 1.22 k8s cluster. in 1.26 EKS , ebs storage addon is not created , user need to manually create. the steps are

• create role and role binding to access EBS storage
• Add OIDC provider to EKS cluster
• create service account in kube-system and add EBS Role annotation
• add ebs addon
