For some very large environments a single cluster is not able to manage the total buckets, a "Cluster of Clusters would scale by number of CMs and number of indexer containers per CM this should also take into account affinity for multi site. Indexers from two different sub clusters may co-locate on the same node but indexers from the same cluster/site should not be allowed on a single node
