Supress not existing Figures in Report

What steps will reproduce the problem?
1. Reporting non existant images
2.
3.

What is the expected output? What do you see instead?
No error and no images text, but currently reporting fails or shows a figur 
text without figure

Please use labels and text to provide additional information.

Images decomposed from SLD were not being found with "." in the name. e.g. 
LaVeyre.20kV.Bay3 makes no sense to DITA-OT or a file system outside of 
Eclipse. If  
the names for Substations, Voltage Levels, or Bays have "."s in the names the 
images 
will be preserved as is but the "."s corresponding file names are replaced with 
"_"s 
instead. eg an name like LaVeyre.20kV.Bay3 becomes LaVeyre_20kV_Bay3.png.

If a image can not be found the title for the image is now suppressed.
