Link in Welcome To Helinks STS Blurb is not click-able

Welcome To Helinks STS Blurb(shown below) with a click-able link. 

To get up at speed please do the following tutorial. For this tutorial we are 
using the 10 kV MicroGrid Lab system from STRI, www.stri.de, in Sweden as an

Hi Alberto,

Wenn I do, you'll probably get the following error (you Email of tue 9th Feb 
10):

     [xslt] [DOTX031E][ERROR]: The file http://www.stri.se/index.pl?
id=11249&isa=Category&op=show is not available to resolve link information. 
Either the file could not be found, or a DITAVAL file was used to remove the 
file's 
contents. Be aware that the path information above may not match the link in 
your 
topic. Check to make sure the file exists and DITAVAL file isn't used to remove 
the 
contents of the file.The location of this problem was at (File = 
C:\STS_DOCS\builds\..\dita\concepts\GettingStartedIntroduction.dita, Element = 
xref:2)

No Idea how to solve it...I send already an email to Jörg asking for support 
concerning the use of xref/href with external links. May be we have to manage 
this

Rather odd. Maybe you have to wrap the URL in a info tag and then use xref
