I am on the latest release on my 2019 Nvidia Shield Pro.
If I am in a section on the menu (TV Apps, for example) and I want to scroll down to the last row of my apps in that section, I can't do it if there is a blank space on the last row beneath the cursor, it will switch to the next main section and skip over the last row of icons.
I have to have the cursor above where there is an app below to get to the next line below.
It's hard to explain in text - here is a video that clearly shows it.
I feel that when pressing down, it would always jump to the next row (perhaps the first or last icon) no matter what.
