Initially we discussed taking the clean break approach, disabling access to HIP (at least from outside the network). In the current configuration this isn't practical as there are too many external dependencies on the HIP server and Web Services APIs.

What we can, and probably should, do is setup a standalone web services server and make sure all external dependencies are directed to the new server. At that point we can disable access to HIP.
