Add a contributor code of conduct #1

I propose using the Contributor Covenant. I think one of the conditions of becoming a maintainer of this repository should be agreeing to list your contact information (as many/whichever methods as any given maintainer is comfortable with) for COC violation reports. In other words, every maintainer is also responsible for building and maintaining the community culture we're targeting. I imagine this helping maintain a culture of respect and equity. Lastly, I'd like us to set up a channel for anonymous reports. Ideally, people could decide which maintainers their submission goes to, in case they're reporting one of the maintainers.

I am fine with the Contributor Covenant. I'm not sure about requiring maintainers to list contact information publicly. Moya places a responsibility on maintainers to enforce the code of conduct, but leaves handling code of conduct violations up to specific maintainers.

Moya has a Core Team that relates mostly to elevated GitHub permissions. We could have a similar invite-only team that lists members' emails publicly and handles code of conduct violations.

I'm comfortable with a core team that handles COC violations, among other things.
