fix aiida-core dependency #23

Heya, I assume this is wrong, otherwise it does not make any sense; ~=1.6.3 restricts aiida to version 1.6.x

I think it is also no longer necessary to have the psycopg2-binary~=2.8.3 pinning "fix", and it shouldn't require any changes to allow for aiida-pseudo v1 https://github.com/aiidateam/aiida-pseudo/blob/master/CHANGELOG.md
