Set IsTyping on Discord when processing plugins #100

there's a function you can set to true to set the typing indicator for the bot. it'd be fun if it did this when it gets a message on discord.

Needs some extra events in the broker. We can use sieving as our pre-dispatch notification and then create a post-dispatch notification.
