Update EVENTLOG_VER variable in install.sh to 0.2.13 #207

What version of the product are you using?

Please provide any additional information below.
In this version you updated syslog-ng version to 3.4.7.
You should change make the following change in install.sh to support this:
EVENTLOG_VER="0.2.12"
to
EVENTLOG_VER="0.2.13"

The function build_syslogng downloads eventlog from the same location as 
syslog-ng and the version has been bumped there.
