Brief Description:
DefaultBrowserStreamHandler only support download function, hope to add upload 
support

Use case:
Upload plugin generated report file to server

gotta agree; this would be awesome =]  I may need it and thus get around to it 
sooner than later... please if someone has the experience to work on this 
volunteer.

We'll probably want to use WinHTTP on windows, and on Mac and Linux we could 
optionally use libcurl or we could use Mac system apis there.
