Implement GAL16V8/ATF16V8 architecture on nextpnr #51

Goal

use the resulting port as PNR implementation, fed by e.g. amaranth fragments.
document the process of creating such architecture from the ground up.

Roadmap

Learn the bba database format file, and how it describe things
Learn to write a dummy architecture using the generic architecture
Try generating a poc using the generic architecture and the chip database to get a python script
Try to use the generated poc to get a JED file if possible, or a simpler format
Refine the poc to get a full architecture : this is the MVP 1

If we got MVP1 :

Try generating the same architecture as C++ code (using Viaduct C++ api)
This new architecture should give the same results as MVP 1 : this is the MVP 2

Propose MVP 2, or if MVP2 is stalled, propose MVP 1 to nextpnr project.
