Instanciate a clock divider

The ECP5 embed 2 clock divider (by 2,3,5 or 10)

Test project

• A blinking LED (4Hz) using the system clock
• A blinking LED (4Hz) using the divided system clock
• A reset process that wait 1 second before enabling both led blinking.

Both leds must be stay in sync

I finally don't see a need for it now (I anticipated that feature to get the pixel clock from the tmds clock, but I get it directly from the PLL)
