Adding a code of conduct to SpotBugs project #61

I think we have less trouble around communication, however it's better to have code of conduct in each project, to reduce possible troubles in future.

I think Contributor Covenant is enough to apply. It's enough short, simple, understandable and reasonable. If you have opinion about which one we should apply/follow, please share in this thread.

I think I'm ore on the Stallman's side (https://lists.gnu.org/archive/html/info-gnu/2018-10/msg00001.html).

I wish that I can contribute without being a lawyer and checking every written sentence for a possible "abusive, harassing, or otherwise unacceptable behavior" as stated in "Contributor Covenant".

I know the news regarding SQLite. It was sad news for me one of its user……

GNU's one seems nice. But it's not portable so we need to replace several words by own. Of course, it's possible, thought.

I also checked http://citizencodeofconduct.org/ but it's not suitable for small organization like us.

I feel it has clear definition unlike Contributor Covenant.
However we need to decide reporting guideline, governing policy and others. It's little bit costly for us.
