A feature for free users to start a specific URI playback in Web-API #1020

Hello As i found out, Playing a URI through Web-API is just available for premium users and returns a 403 error message to free users. since this is a big limit for developing Spotify apps i hope it would be open to free users as well. Or as an alternative, please implement a feature for developers to give services to both premium & free users. Thanks Ramin
