Terraform destroy #19

The issue of Finalizers in spot-system namespace blocking terraform destroy.

Tested and it works fine. But still need to figure out a way to set the context to the cluster, because at the ocean spark module level I don't have much information to use (about the cluster to construct a kubeconfig file).
