With heavy fog you are not able to interact with your team members, This includes transferring units during the reinforce phase
Steps to reproduce:
Start a map with two teams in heavy fog, Ensure "Team Transfers - ToTeammate" is on
Play a round and then try to transfer over to known areas.
Expected result:
Should be able to move units into friendly teams regardless of fog condition if team mate
Actual result:
You are stuck in your own area and not able to transfer to teammates
