Build SPR inside of nix's package manager
Run SPR without docker or podman

If this becomes to difficult, a possible fallback is:

Run systemd configured to launch SPR as podman containers

podman support also depends on https://github.com/containers/common/pull/1750

need to set firewall_driver="none"

this was added in podman 5.0. the ubuntu podman in 23.10 is 4.3.1
