Request: Carrier selection options #223

Hi,

It would be nice if active_shipping allowed the following:

  1. Limit a carrier for shipping based on the weight of the shipment (i.e. orders > 6lbs can not choose USPS as an option at checkout).
  2. Limit products to a certain carrier only (for example, some items aren't legally allowed to be mailed via AIR).
