Update to active_shipping 1.2.2 #231

Fixes a problem with small USPS packages throwing an error due to incorrect implementation of the protocol.

@Limb, this was already done here: https://github.com/spree-contrib/spree_active_shipping/commit/2f0200d4e30843152f624b7dd98f27a4fdd9297b, so I believe it just needs to be backported to 3-0-stable

@mleglise worked on that, so I'll defer to him on this.

This fixes a new issue, in addition to the one fixed in master previously. Thanks @Limb for submitting PRs to both 3-0-stable and master.
