Add USPS commercial price options #234

Adds 2 checkboxes to /admin/active_shipping_settings/edit that enable USPS Commercial Base or Commercial Plus rate prices.

@jspizziri or @JDutil would you please have a look? I'd like to see a green light from one other contributor before I merge this into master and back port to 3-0-stable.
