Will there be a 1-3-stable or is 1-2 working fine in 1.3.x?

You may view the Versionfile https://github.com/spree/spree_related_products/blob/master/Versionfile to determine which branch you should use for Spree Extensions. There will likely be a 1-3-stable branch in the future, but there has not been one created yet.
