This PR adds static page translations (including the ability to have a separate layout/locale) and adds back in the footer links option.

Thanks for your contribution.

I've created branch with your changes, rebased it to master(we had some changes) and fixed dependencies and spec for it in #234.

It's already merged into master. I really appreciate your help!
