Clarify when to use desktop windows platform #83

From Tyler on 2010/03/25:

I just want to be sure that it is clear that the 'windows' platform port 
should be used only with the MS (2008) tool-chain. If the user is using 
cygwin, they should be using the 'desktop' platform. I think this should be 
noted somewhere in the source, documentaion or both.

I recommend making this distinction in both platform/desktop/README and 
platform/windows/README.
