Flip SCDF-core back to 1.3 BUILD-SNAPSHOT #376

As a developer, I'd like to flip SCDF's core dependency back to 1.3 BUILD-SNAPSHOT, so the tile team can consume the latest improvements in the core (e.g., checksum addition to /about controller).
