Spring Cloud Stream functional sample does not run from command line #2616

In the new year, figure out a compromise between problems outlined in https://github.com/spring-cloud/spring-cloud-gcp/pull/2395/files#r432451328 and the sample not running from command line because spring-boot plugin is explicitly disabled.
